You can activate only 1 Steam pack of the same type per account.
This warning is stated in description of every War Thunder Steam pack. Duplicated content is not compensated.
If you accidentally purchased a pack for two times and did not activate the second one, you can make a gift to your friend.
If all two packs are already activated, then we cannot assist you in this case.
